That is incorrect, there are multiple classification levels. TS-SCI being the highest, and typically only shown on a need to know basis. There are also Secret and Confidential (I think, never dealt with anything other than Secret and TS stuff myself).

I've been reading about the Walker family spy ring discovered in the 1980's and the FBI didn't initially arrest Jerry Whitworth because they wanted to build a solid case first. Probably the same thing for Mrs. Clinton. It's not like she's going to get away somewhere.

Also, if/when she's indicted most of the people planning to vote for her would still do so.
