let’s talk about summary execution of the dealers.

By that do you mean "an execution in which a person is accused of a crime and immediately killed without benefit of a full and fair trial"? That would violate Article III Section 2 and the Fifth and Sixth Amendments of the Constitution.

However, dealers do summarily execute each other with some regularity - yet another always springs up to take their place, because drug criminalization makes the money too good to pass up (in the eyes of many).
