I wonder who that is. Is it Ryan Payne? http://freerepublic.com/focus/news/3387695/posts?page=122#122 If it was Payne perhaps it was an extraction.

A felony stop, as in the agents felt they had probable cause to stop the vehicle for a felony crime. Law enforcement would conduct the stop with weapons drawn and a be at a clear advantage. It would not be smart to pull a weapon if you were in the vehicle.

It sounds like the FBI has had warrants in their possession and were waiting for the opportunity to arrest.
