Agree. It is about the Government not allowing people to live as they have lived. Being able to support and care for themselves as stalwart and upright, standing on their own two feet.
They want a person to beholding to the almighty Government. The Government that "fixes" everything for them and "promises" that they will hang the moon for them.
Move the people off of the land and into an urban environment where they can be controlled. Fed and subjugated.
