Jive turkeys. There would not be a perceived need for this regulation, IMO, if regulators weren't responsible for shutting down hundreds of coal-burning power plants. A more enlightened mercury regulation permit market, similar to the SO2 permits in the Clean Air Act amendments, and NO CARBON REGULATIONS WHATSOEVER, would have helped out a great deal more then what these parasitic knuckleheads have done.

And don't even get me started on Constitutionality, which would actually make the states responsible for any emissions regulations.
