I possibly misread it as the conversation is very difficult to make out but I thought he was saying conservatives don’t like to take risks but he’s a big risk taker.
If you read his books, he minimizes his risks as much as possible.
He didn’t say a conservative never takes risks, but doesn’t like to. That fits in with the base of the word (conserve).
