The President vetoed S.J.Res. 22, a joint resolution that would have voided a rule extending EPA regulatory authority over certain bodies of water. The Senate voted to override the veto, but only managed 52 of the 60 necessary votes to avoid a filibuster.
On June 29, 2015 the EPA and Department of Defense published a rule called the Clean Water Rule. The rule elaborated the definition of the term âwaters of the United Statesâ to include certain bodies of water under the regulatory authority of the EPA through the 1972 Clean Water Act. It was put into effect two months later on August 28, but states petitioned in court. On October 9 the United States Court of Appeals for the Sixth Circuit suspended the rule until further notice.
The EPA wrote that the Clean Water Rule was introduced to âimprove implementation of the national Clean Water Act section 404 program.â The section grants the EPA and US Army Corps with authority to regulate waste introduced to âwaters of the United States.â In their litigation statement they explained:

The EPA could have been prevented by stopping them on the Omnibus bill. But, because Paul Ryan decides to fund virtually ALL of Obama's agencies without restrictions, Ryan gives up the real leverage he had.
what is going on is a first-rate sham that is staged ONLY for GOP in Congress to claim they voted against this illegal PA law.
They are phonies, as any of them who voted for Ryan or the Omnibus, voted the authority to the EPA to spend money.

They only need the THREAT of a single long speech by a democrat to STOP ANY effort to override the veto of a bill that stops an illegal action!
the democrats have NEVER actually even BEGUN a filibuster against ANY McConnell proposal. They have never had to. He has caved in by the threat only.

The list excludes man-made features such as artificial irrigation and small features that will not drain into larger natural waters such as puddles.

Obama just vetoed a WOTUS bill, I’m not familiar with it but it must have been started to permanently stop the one that judges put an injunction on. It affects farmers so the Farm Bureau will be watching closely what happens next, probably more lawsuits and courts.
Now they can campaign on why you have to reelect them because we need enough people to override a veto. When they get that, they'll be whining about some other reason why they never deliver what they promise.
They all learned their lesson. Newt delivered what he promised to deliver and he was lynched by his own "Conservative" party. They like their Title of Nobility and don't want to be lynched by their fellow "Conservatives", it's that simple.
Whewre Does Trump stand on the EPA. Cruz wants to abolish it, right?
