Jews finally got out of Russia in the 80s and 90s, and I don’t think any of them of any nationality will be going back. Why should they when they can probably leave Europe for Israel, the USA, Canada or Australia/New Zealand? They used to emigrate to South Africa too, but that country isn’t looking so hot these days.
Why can’t they start with the ethnic Russians in Ukraine/Baltics?

If he were serious and smart, he would give them “Konigsberg”, now Kaliningrad. Rename it Konigsberg and make it a free city again - now that there is no such city in Europe - and one of the last free cities, Hong Kong has been handed to heavy handed ChiComs, it could just work again...

Jewish South Africans have been bailing out since at least the early 1970s. There was a good sized community of them here in ATL by late in that decade, plenty of them around now.
