On Tuesday, January 19, state Representative Saira Blair introduced House Bill 4145, legislation that would allow a law-abiding individual, who is 21 years of age or older, to lawfully carry a concealed handgun for self-defense without needing to first obtain a government-issued permit. HB 4145 also addresses a current deficiency in state law that prohibits an individual who is between the ages of 18 and 21 from obtaining a concealed weapon permit. HB 4145 has been referred to the House Judiciary Committee.
Under the provisions of House Bill 4145, an individual who is over the age of 21, a citizen or legal resident of the United States and who is not otherwise prohibited from possessing a firearm, may lawfully exercise their fundamental right to self-defense by carrying a concealed handgun, without having to first undergo the time-consuming permitting process. HB 4145 also creates a new "provisional" permit that will be available for individuals between the ages of 18 and 21. This provisional permit recognizes that all trained, law-abiding adults should have the ability to protect themselves when confronted with imminent harm.
The provisional concealed weapon permit will be available at a reduced price for individuals who are over the age of 18. It will expire when the licensee turns 21. Otherwise, the requirements for obtaining the provisional permit will mirror West Virginia's current permitting process, including a training requirement.
The new provisional permit is a separate permit that will be readily distinguishable from West Virginia's regular concealed weapon permit. It will not affect reciprocity with states that currently recognize West Virginia's regular concealed weapon permit.
Similar legislation, Senate Bill 314, was introduced today in the West Virginia Senate by state Senator Dave Sypolt. SB 314 has been referred to the Senate Judiciary Committee. Both bills are awaiting a scheduled hearing date in their respective committees. Please contact members of the House Judiciary and Senate Judiciary committees as well as your state Representative and state Senator, and express your support for expanding concealed weapon rights in West Virginia. Similar legislation was passed by the WV Legislature only to be vetoed by the dirty rat in the Governor's Mansion in 2015.

The headline is what it is; I didn’t write it.
However, the bill isn’t quite “Constitutional Carry”. I don’t see anything in the Constitution about restricting the right to keep and bear arms to people over 21 years of age. Still, it’s a big step in the right direction. I’d like to see it pass by veto-proof majority. If Earl Ray has the temerity to veto it again, I’d like to see our legislators ram it down his throat.

Understood, my criticism is of the original article, not of you for posting it.
It may just be semantics, but I believe it goes a long way for a single word change in expressing the true nature of what is being proposed, particularly for those uninformed for the topic.
When I was in Alaska, Constitutional Carry was the term they used for the right to carry without requiring a permit. It was described as “if you are lawfully allowed to own the gun, you are lawfully allowed to carry it open or concealed without a permit.”
It is a good term, for a lot of reasons. Beyond the 2A stuff, it also invites people to think about the Constitution itself; maybe even to read the document.
The 2nd states in plain language:
..to bear arms...shall NOT be infringed.
What is so difficult to understand the founder’s intent? If a citizen must request permission and pay fees / taxes periodically to receive a “permit” - it is no longer a right, but a privilege!
Arms are tools, the same as the fork and knife you use to enjoy a good steak. They can be dangerous if you don’t learn how to use them safely, or extremely useful if you do! As for choices of how to use them - everything you need to learn about right and wrong can be learned in the Bible.
I do NOT care what type of tools others may own. However I DO care if they should use them to infringe or deprive me of MY rights to life, liberty and the pursuit of happiness!
There are plenty of laws that prohibit the use of arms in depriving others of their life (murder), property (theft), etc.
Then Virginia decides to no longer recognize CCWs from 25 states beginning in Feb.
We WEST Virginians really don’t have much influence over Terry McAwful and his loathsome toads in “East” Virginia ...
