No. It’s a settlement. It looks to be similar to the green scam, where a group like Greenpeace will sue the EPA to force the EPA to do what it wants to do anyway but could not accomplish by rulemaking. The EPA settles and agrees to a court order requiring the EPA to do what it and Greenpeace want it to do anyway.
No appeal follows from a settlement.
