A funny thing about this resolution, and you would think legislators would know how to legislate, but what is says, and what it concludes, are opposite. The resolution contains a HUGE lie.

Yes, see Art IV, Sec. 2. Citizens of a state are citizens of the union. Whereas such limitations would be inconsistent with the purpose and intent of the "natural born Citizen" clause of the Constitution of the United States, as evidenced by the First Congress's own statute defining the term "natural born Citizen";
Citizen also appears in the 14th amendment. Born in the US, or naturalized. McCain wasn't born in the US. So, if he's a citizen under the 14th amendment, he's a naturalized citizen.
We don't even have to worry about the definition of NBC.
I'm going to skip over that second paragraph. It's functional nonsense anyway, BC the founders didn't expect us to have our military scattered all over other people's countries.
The third paragraph is a bold-faced lie, and any legislator that is worth a shit knows it.
I can point to a US regulation that says "A 22 year old shall be considered as a child" Does that define "Child"? For legal purposes it does, but that child is still a 22 year old.

Ask every single drafter of legislation, ask the pros. When they use that phrase, how does it operate?

Congress cannot change the definition of a word in the Constitution. Natural born for the purposes of being eligible to be President will forever mean whatever the Founders believed it to mean at the time of the adoption of the Constitution.
