SIERRA VISTA â What the United States is facing when it comes to ISIL is not a state but rather âa proto-state actor,â Fort Huachucaâs senior commander said recently.
The continuing turmoil caused by ISIL âwill bubble up around the world,â Maj.Gen. Scott Berrier told those attending a monthly meeting of the Greater Sierra Vista Area Veterans Council on Jan. 2.
âWhile the future is unknown,â as to how long it will take to end the threat of ISIL and other groups, Berrier said Americaâs military forces and other national intelligence organizations and allies will succeed in defeating the current international threat.

Thank you, Captain Obvious. But I suppose it DOES need to be said, for the last handful of liberals who think Islamic violence is “only in retaliation” for “US policies and Israel.”
If they claim to be a state then we should go ahead and treat them as one. It would free up our options as far as how harshly we may treat them under Geneva conventions, correct?
