Cruz has a Canadian birth certificate.
To obtain his US citizenship he had to file paperwork, pay a fee and go through a process.
He only became a US citizen after this process was completed. It’s unclear when he did this but it was likely many years after he was born, when his family decided to move to the US.
There is a paper trail for all of this and we’ll see it sooner or later.

Everyone has to file paperwork and pay a fee. Cruz was citizen at birth per the Naturalization act of 1952. That much is not even in dispute.

Little Flash B’s Consular Report of Birth Abroad of a Citizen of the United States of America is a report of someone who was BORN a citizen. Not a report about someone who could become a citizen if the report is filed.
The “process that is completed” helps to insure you do not LOSE the citizenship you were born with, although there are other ways to lose it. But the fact is it was Little Flash B’s citizenship which he was born with that was his to lose. He didn’t have to file anything to get it. He didn’t have to go through any “process” to get it.
