There are two kinds of law. The written statute law, but also the “social sanction” law. This latter exists in all times and places, and is enforced by the majority.

For example, in the US, it is technically legal to put on a t-shirt that says you are a pedophile who enjoys sex with children. But if you walk down a busy sidewalk in the US while wearing such a shirt, there are good odds you will be attacked. And nobody, not even the police, will stand up in your behalf.

So what Pakistan really needs is a social sanction like that. What pedophiles do in Pakistan might be legal in the statute law; and it certainly would be legal and encouraged in Sharia law; but if someone tries to do it, they will be beaten to death by a mob in the street.

That is a social sanction. And it would do Pakistan a world of good.
