Iran has spoofed our GPS before. The last time that they did it, they brought done a USA drone for a soft landing inside Iran.
Likewise, the Russians like to shift our GPS coords now and again, just for grins.
The tech is available.
That doesn't explain both boats becoming disabled simultaneously, though. Moreover, the "mechanical problem" story is further contradicted by both boats leaving the next day under their own power with no mention of a repair for either.
Which is to say: the "Official Story" requires at least 3 leaps of faith: navigation problem, mechanical problem, and communications problem on both boats, simultaneously.

Yes, but what about their compass? Surly those boats are outfitted with a magnetic compass.
