Yes they do. Absent any complications in the case, the perps are likely to meet their date with the hangman in three years tops. That includes all of the appeals and reviews.

Singapore's court system moves quickly because they are not crowded with tons of petty crime and BS. Accordingly, crime is abysmally low because would-be perps know their chances of paying the piper are quite high.

Once upon a time, it worked that way here too.
