Being an average citizen, I can only make conclusions on what I see around me.
We know the DOJ has direct bureaucratic authority over Federal prosecutors, the FBI and and all "terror" investigations (of course), with strong dotted lines to DHS and strong political control over local law enforcement.
Watching how the DOJ interacts with groups like #BLM and CAIR, I have no doubts Obama, with fellow-travellers Holder, and now Lynch, has made the DOJ his political center of operations for his brand of community agitation and organizing.
