He will personally lay the referral on Lynch's desk and let her know the National Security infrastructure expects her to take action.
If there is no action, you can expect several insiders to begin leaking very, very damaging information on all...and perhaps on subjects not related to Hillary.
That would be a logical assumption, but never forget Comey is also an Obama hire, and Obama hires first and foremost on the candidate’s fealty to him. And also.. Obama’s people know everything there is to know about Comey, his background and his family.
