The ATF also changes its mind without warrant. The Sig arm brace for rifles was first ruled by ATF to NOT be a stock. Then when a youtube video surfaced of someone placing the brace against their shoulder the ATF made a new ruling contradicting the first ruling. It is known in fascist circles as ruling by regulators and bureaucrats. Law has little to do with it since it is fiat empowerment at stake.
