What further point did you have in mind? Back when we had presidents who at least pretended to follow the law, they acknowledged the limits of their authority. For example, LBJ wanted to proclaim civil rights legislation rather than giving credit to the Republicans in Congress pushing the law. He was only able to affect agencies of the Executive Branch directly and those who wanted to do business with the Executive Branch indirectly through EO 11246. This EO established requirements for non-discriminatory practices in hiring and employment on the part of government contractors with 51 or more employees.

JFK signed EO 10988 to allow federal workers to join in collective bargaining.

It also provides that when the president declares a state of emergency, Congress cannot review the action for six months.)
