It wouldn’t surprise me that is part of Obama’s agenda, seeing it as an “olive branch” gesture toward the regime in Havana. After all, the Navy already closed all its installations in Puerto Rico (a U.S. territory, of all places). Closing Guantanamo would end U.S. naval presence in the Caribbean Basin.
