There are multiple reasons to have policy disagreements with both George H.W Bush and George W. Bush as Presidents. Further, while both men were more conservative than socialist, they enabled the advancement of collectivism through the lack of commitment to constitutional limits and individual liberty.

That said, they were both fine men who took thier responsibilities to the nation seriously and tried very hard to take care of the people in their charge. In W’s case he kept people on long after they should have been fired out of his sense of loyalty.

The Clintons and Obama treat their people contemptibly. The Clintons ultimately see employees as tools to use to advance their fortunes. Obama looks at people as tools to advance his ideology. In both cases, people are disposable if they do not advance the agenda.
