I do not see what is “separate” about the investigation into the IT guy. The chain of responsibility and needed clearances and precautions is known. And it all concerns the same small group of people and at least 2 highly classified documents (and nearly 1000 of at least sensitive status). What is separate about the IT guy in all this?
He is part of the chain, and the lowest hanging fruit on the immunity for testimony swap.
