Specifically, it is the Wahabbi sect of Islam - the state religion of Saudi Arabia - that motivates al Queda, ISIS and the Muslim Brotherhood.
To counter the ideology, you have to take the Saudis on directly, and they have lots of money and influence to effect domestic US politics and media.
Outlaw the Hanbali fiqh (the basis of the Wahabbi interpretation) as hate speech, sedition and incitement to violence. Expel as subversives anyone trained to preach this interpretation, or anyone else who does. Shut down their advocacy front groups under RICO, and seize their accounts and mosques (and demolish them). Institute permanent monitoring of mosques and establish oversight authorities to detect any future incitement.
Establish in law and policy that Islam is not like other religions, and requires unique restrictions.
In other words, face reality.
