It isn’t worth the effort it takes to keep them vertical and moving.
The "how to look busy" government job training programs would be a money pit of bureaucrats and government hirelings that can't be fired. That would cost the taxpayers 100 times the cost of the damn food stamps and accomplish nothing.
Hunger is a great work training program. Food stamps hurt people more than they help.
