It says in the article they even give them instruction on how to clean a refrigerator before moving them.

All part of the plan. I saw it happen in a part of Baltimore County near Towson back when I lived in that area.
Following these “quiet” meetings between the housing authority and the county governments, I am willing to bet that someone is making some big money in real estate. They are smart enough to hide the trail, but I am willing to bet that they are making a killing.
