CHICAGO (CBS) â An emotional Mayor Rahm Emanuel lashed out today at the developer who allegedly performed illegal renovation work that led to the death of firefighter Daniel Capuano and weâre learning more about that businessmanâs activities in the 10th Ward, reports CBS 2âs Derrick Blakley.
âYou donât think they donât make people like Dan Capuano anymore,â Emanuel said.
Mayor Emanuelâs heartfelt tribute, after visiting the wife and three children of the fallen, 42-year-old Chicago firefighter, but Emanuel blasted the businessman renovating the South Chicago warehouse where Capuano died.

This is the side of Rahm that you see only when constituents are calling for him to resign.

What Rahm won’t tell you, but everyone who lives in Chicago knows, is that everybody who can get away with it does illegal renovation work in Chicago, because the permit system is just another corrupt tool used to extort money from the citizens.
Unless the job is so big that inspectors are sure to notice, everyone tries to just cover up the windows and get the job done quickly and quietly. Otherwise, you have to go through a convoluted permit process (especially for businesses) that generally requires to you hire a “connected” permit “facilitator”. These are guys who are private contractors that “know a guy downtown”. You pay them extra to get your permit, and they can guarantee you’ll get it by bribing the right city officials for you, through some arrangement designed to evade the feds’ notice.
You see, you can’t just bribe the guy in the permit office directly anymore, but they still want their bribes, or you will probably get rejected. So they have developed an extra layer of bureaucracy to protect the broken system instead of fixing it. That’s the Chicago way!

Most cities have a shake down when it comes to remodeling and permits.
