I actually saw this happen one day in the late ‘80s (?). I was spending the afternoon on the beach at Virginia’s First Landing State Park, which is near on Cape Henry at the mouth of the James river across from Thimble Shoals. It’s a narrow passage close to shore that any ship leaving Hampton Rhoads has to travel through. I saw this beautiful new large warship steam down the channel headed for the Atlantic. About two hours later, I saw a smaller warship towing the same ship back through the channel the other way. Later, I read that some sort of software issue shut down its engines.
