Recipe for disaster.
They way they worked it when I was in college in the deep south decades ago was that the campus cops were sworn in as deputies by the sheriff, giving them technical county wide authority, with a gentleman’s agreement between the university, the city, and the sheriff that they would limit themselves to the streets bordering and running through campus absent exigent circumstances. (I don’t recall who handled the off-campus frat and sorority houses). It generally worked pretty smoothly.
