An illegal gambling den and brothel in the Mission District that has been the site of a shooting and multiple calls to the police in the past few months is seemingly immune from closure despite frequent raids from law enforcement.

Obviously the club pays its dues. Hope the Coco Frio doesn’t burn down from a kitchen fire or something.
The frequent raids are surely part of the understanding that the police department or the city government has with the institution proprietors, an understanding that involves massive lubricity payments to certain city accounts. The arrestees are probably minimally charged or just turned loose after the vice-crackdown headlines fade.
In a city that lets men parade naked and poop in the street, why would this club concern anyone?
Sanctuary cities essentially create a non-citizenry that can conduct illegal activities with impunity. Authorities are inclined to look the other way lest they get dragged into a civil rights case.
When naked men tried to patronize restaurants, placing towels on the seats, even SF had to draw the line.
Video Cameras in places like this can buy the cooperation of LOTS of Gov types at all levels.
