The whole ‘NO Stand Down Order’ thing is just spin and BS.
Maybe someone here can correct me, but there is no such thing as a Stand Down Order.
Either you have specific orders to do a mission or you do not.
You can gear up, but if a signed order doesn’t appear you aren’t going anywhere.

negative orders are given at a rate greater than positive orders in many situations. There are often standing orders that are negated by command authority due to the specifics of the situation.
In this case I firmly believe that orders were given to prevent movements of forces within theater. I can’t prove it beyond anecdotal info, but I know it based on experience.
