Senator Cruz is trying to have it both ways. Half-way measures NEVER work. Giving governors more power? Why? So the courts can overturn their power? He's a legislator. They try to be on both sides of any fence, until it's clear what the consensus is going to be.
Trump is an executive.

I'm wondering if this recent weasely statement from Cruz has cost him big time. He already had two strikes....(1)in the past having wanted H1B visas increased by a multiple and(2) getting played by Obama for that first TPA vote.
I no longer trust him, but I've been heading in that direction since the TPA mess.
