Pakistani security forces appeared to be trying to dampen down reporting this weekend on the background of Tashfeen Malik, who mounted an attack alongside her husband that killed 14 people in California.
Three professors at Malik's university said they had been advised not to talk to the media, while men claiming to be from Pakistan's security agencies told reporters to drop their investigations into her background on pain of arrest.

Pakistan threatens arrest or worse to anyone who talks about of Malik's time in Pakistan.
The shooters were trained and conducted a military style assault. There were groups of middle eastern men at their apartment and bringing them packages.

Part of this is because they are commanded to, and part of it is because whatever evil he committed against non-moslems is seen as a great good by the rest of the moslems.

How can Pakistani “authorities” threaten Americans on U.S. soil with anything?

They are threatening Pakistani's in Pakistan into not talking to reporters about Tashfeen Malik's time and activities in Pakistan.
It indicates to me that there's something there which could produce blowback against Pakistan. Perhaps somebody talking about her being involved with radicals. Or worse, with the Pak government.
