While there is still much to be learned about Wednesday's mass shooting in San Bernardino, Calif., there's certainly enough to call it a terrorist attack, according to former NYC Mayor Rudy Giuliani. And if you can't come to that conclusion, well, you’re a "moron," he says.

He is consistent as hell on this topic and I believe, he could have been / should have been on other topics when he ran for President. But - he listened to the experts within the bureaucracy of the GOPe on how best to run a campaign. They got rich and he got squat.

Sure, but governments cultivate their own definitions and distinctions.

The FBI defines terrorism as: The unlawful use of force or violence against persons or property to intimidate or coerce a Government, the civilian population, or any segment thereof, in furtherance of political or social objectives.

But what if a lot of what's done is just out of hatred, malice, anger or vengeance, with no political goal or hope of any policy change? Does that make it a hate crime, rather than terrorism?

There's also a lot of ambiguity about "mass shootings." Do you include acts of terror, gang violence, crime-related shootings, killings of family members, arguments between friends, shootouts with the police?

The stereotype is somebody randomly shooting up strangers in a public place, but people who want to make a political point include incidents that don't fit that pattern at all.
