The Baltimore FBI Office is involved in the investigation because of suspected ties to the workings of the Black Guerrilla Family gang. This comes at a time when the city police's clearance rate for homicide cases is 31 percent, about half of the national average.
"This particular case does have a federal nexus. It's related to a BGF gang investigation, and we believe when it happened, where it happened, the time of day that (it happened), that someone out there knows what happened," said Scott Hinckley, with the Baltimore FBI office.

Sounds racist. I doubt even ten grand will convince people to give them up. Remember - Snitches get stitches.
If they thought niggardly was a racist word wait till they get a load of “Black Guerrilla”.
Self-selected name, hence it falls under the “if blacks use it for themselves it’s not racist” rule.
