Hint: An international deal that is legally binding is called a treaty. If Obama wants a climate treaty, he should negotiate a climate treaty and then send it to the Senate to see if two thirds of the Senators present will concur.

In other words, no. No legally binding treaty to eliminate a so-called pollutant that we all exhale with each breath we take.

You realize of course that if the government is regulating carbon dioxide it is also regulating oxygen, since if yo increase the percentage of one in the atmosphere then you necessarily reduce the percentage of the other.

For some reason, regulating carbon dioxide does not sound quite as stupid as regulating oxygen, but either way it is the same thing. Taxing air.
