I agree that government charity increases the problem, so, yes, I do want to cut out the checks. But my overall point is that there is no "work". You can't just say, "No more checks -- go be a software engineer" or "Go work at Starbucks" or "Go sell real estate".
It's not clear to me that these people can offer anything.
