Thatâs the phrase used by the Public Policy Institute of California in one of its several reports on a looming shortage of workers with the education and/or skills that a post-industrial, technology-heavy economy requires.

He would get nobody at $5.00 an hour, he would get a 1000 applicants at $60.00 per hour. So his job is to find the correct price point between 5 and 60 to get the talent he needs or go out of business, he maybe incompetent to run a business..
Simple economics.
