That was done when the 50% program first started (about 8 years ago). Recently-retired teachers tried to sound the alarm. The story even briefly made national news! End result:
1. A few people wrote protest letters to the local newspapers.
2. The school board members who voted for the policy all got re-elected.
3. The deputy superintendent who originally came up with the policy got a better job: Hired as superintendent of the most prestigious school district in the area.
That last one, in particular, stung (or should I say, stinks). Sigh...
