I don’t think he was mocking the guy. I mean he wrote the article 14 years ago and I doubt Trump knows him. Trump was just waving his arms around to act like a hysterical liberal. Common motion most people do when describing something crazy. NYT grasping for straws.

If you match the motions with Trump’s text, I’d never know he was talking about a disabled person....I’d say someone who is nervous and jerky...in other words...a nut.
I agree, I think it’s very likely that Trump had no idea the guy was physically disabled. He was mocking his ideological disablement.
