Since a state of war does not yet exist, the intruder could have been intercepted & either escorted out of Turkish airspace or ordered to land (backed up by a warning burst which is legal).

There must have been radio contact; this is madness on the Turks’ part.

Any idiot can understand that you cannot escort someone out of the area when he has already left the area.

Exactly, this would’ve been the mature and proper thing to do. You escort the plane out and fire warning shots if they refuse to comply. Its not like Russia is currently at war with Turkey so there’s no reason to shoot down a plane that is not hostile
