When we immigrated here (from Scotland) in 1952, we were each issued a green card, and once a year in January we had to each take our green card to the nearest post office, and confirm our address and whatever other info. was taken from it. Once we were naturalized that was no longer necessary. If they are not still doing that, they should be! It is one way to know where all these emigrees are at least once a year...of course, the criminal element won’t comply, but then they could issue warrants against those for non compliance and nab these individuals when they are stopped for traffic citations, etc.
