Everything pertaining to sec. 1076 covers some aspect of TRICARE. Could it be that Warner’s proposed defense legislation was never passed?

Looking at H.R. 1815, there is nothing pertaining to federalizing the National Guard during certain emergencies and disasters in a Sec. 1076.
The legislative history shows a single amendment to S. 1042. There is a conference report on Dec. 18. I can’t find that; however, I still don’t see anything pertaining to the governors’ concern in the final legislation.
I’m miffed.
