Check out this link. It is the governors joint resolution to oppose the Warner Bill. I agree with them.

I still can’t find what you or the governors are referencing. Check it out yourself. The link to the 2006 National Defense Authorization Act is here:

http://www.dod.mil/dodgc/olc/docs/PL109-163.pdf

Everything pertaining to sec. 1076 covers some aspect of TRICARE. Could it be that Warner’s proposed defense legislation was never passed?

I’ll dig a bit more.

Okay checked out the legislative history of the 2006 National Defense Authorization Act. Here it is:

LEGISLATIVE
HISTORY—H.R. 1815 (S. 1042) (S. 1043):
HOUSE REPORTS: Nos. 109–89 (Comm. on Armed Services) and 109–360 (Comm.
of Conference).
SENATE REPORTS: No. 109–69 accompaying S. 1042 (Comm. on Armed Services).
CONGRESSIONAL RECORD, Vol. 151 (2005):
May 25, considered and passed House.
Nov. 15, considered and passed Senate, amended, in lieu of S. 1042.
Dec. 18, House agreed to conference report.
Dec. 19, 21, Senate considered and agreed to conference report

Looking at H.R. 1815, there is nothing pertaining to federalizing the National Guard during certain emergencies and disasters in a Sec. 1076.

The legislative history shows a single amendment to S. 1042. There is a conference report on Dec. 18. I can’t find that; however, I still don’t see anything pertaining to the governors’ concern in the final legislation.

I’m miffed.
