Dont kill me, but he’s not 100 percent wrong. We are a young country with a ridiculously strong military (and that’s great), but we have used it in places where we had no interests and lost valued soldier lives.

Basically, it’s the same as the form you fill out when you purchase a gun as well as information about the firearm (make, serial number, barrel length, etc.) as well as a $20 fee for the first gun and $3 for each additional.
In reality, it’s just another attempt to see if they can find any reason at all to keep from returning a gun that they’ve somehow come across.
