No money means government coffers money. Some of Obama’s billionaire pals can fund it and Obama can say no taxpayer money was used.

I’m assuming any transfer would involve use of and payment to military and/or military personnel, and private funding for that is probably not permitted. The money somehow would have to go thru DOD or some other govt entity, and I don’t believe we can earmark our tax ‘contributions.’

Really, all Obama has to do is do it; it’s been his pattern all along, bypass Congress, just issue edicts and, voila!, it’s done!
