At this point in the case, with an active investigation, the video is exempt from Louisiana’s Public Record Law. However, once any of the evidence is filed in court, then it will be a public record.
As far as a tainted jury, I suspect any defense attorney worth his salt is already preparing motions to have the case moved. But I don’t know where else they could hold the trial, as the coverage is high profile all over the state.

Very few details here outside of the LEO’s themselves saying the video/circumstances of the shoot look really bad.
