Methane is different than oil.

Titan is an insufficient oxygen environment.

Methane, Ethane are the lowest energy form Carbon and Hydrogen can take without oxygen.

But methane, Ethane are a far cry from the complex hydrocarbons asphaltenes, paraffins, naphthenes, and aromatics found in crude oil.

Not to mention crude oil is only sourced from sedimentary rock, often found in layers of different qualities, each layer topped by a impermeable cap rock.

And Crude oil actually contains microfossils of Plankton and similar organisms that were trapped in the sediment and eventually broke down to make oil.

Just as we can squeeze oil out of algae today, trapped in the sediment, cooked and squeezed for a few million years, oil is formed and trapped in the layers.
