Not to be argumentative, but do they? I know Hillary diesn’t. Does Fiorina? Cruz?
Some of them haven't said anything really specific yet (too risky, I guess), but most of them have at least talked about it.
For example, Hillary recently said that the VA's problems have "not been as widespread as it has been made out to be." So I guess her plan is a tweak here and a tweak there.
