The Pentagonâs last two budget plans to âreformâ the commissary benefit for military families and retirees were driven by a goal to save money, without due regard for preserving the benefit, said a senior Defense official who claims to be leading commissary reforms on a less perilous path.
In a strikingly frank address Tuesday to commissary brokers, suppliers and product representatives at the annual convention of American Logistics Association, Peter Levine, deputy chief management officer for the Department of Defense, confirmed what critics in Congress and industry, and advocates for commissary patrons, had charged for the past two years.
That is that proposals in the fiscal 2015 and 2016 defense budgets to slash taxpayer support of Defense Commissary Agency (DeCA) by as much as $1 billion a year, within two or three years, not only put commissaries at risk but all discount shopping on base, including exchange operations.

The Base Commissaries and the Base Exchanges is a first a time and money saver, morale booster for the troops and their families. They feel safe and protected on the base. Certainly when their husbands and wives are deployed overseas. It’s a part of the military culture.

The commissary benefits gives the troops and their families a sense that they are special and are appreciated. We always shopped at the commissary when I was a military brat and when my wife and I were on active duty.

However, I do have one bad memory of the Commissary, from when I was a Lieutenant. I had to cancel a Thanksgiving day date with my fiancee (later my wife) because I had to help conduct an inventory at the Commissary (it was closed on Thanksgiving, so we could do the inventory without disrupting operations).
Of course I could have been assigned as Officer of the Day, or Officer of the Guard, instead, which would have disrupted Thanksgiving just as much, but counting cans in the Commissary was the pits.
I don’t understand how the commissaries lose money. I think it’s probably because it’s government run, like the V.A. Privatize them both.
I couldn’t care less about the exchange-they offer no real bargains compared to off-base stores. But the commissary is a totally different story. The savings there are substantial and a very much appreciated benefit.
