Appears to be a clear cut case of stand your ground. The shooter should have called the police directly after and reported the perp and the license number, THEN got up to right the scoot.

Would have been cool to accidentally pull the nozzle out fast and turn to the perp to ask what's going on.

cant tell if he went back and shot again, or if the shooting was the first encounter. makes a great difference.
